NukeCops - Item Database

If possible I need someone to develope an item database for integration into a phpnuke site. It would have to have a fairly simple layout customization and fully customizable text fields for data entry, user submission and comments/ratings for each entry.

I have been looking everywhere for this but so far I have not found anything even close to what I am looking for.
