If the existing avatars were moved and/or overwritten by the upgrade, you could be in for some fun.

Check the actual link to see if the files were existing in the expected location?

Once I subscribed users to the newsletters their avatars all had the broken link image.

I am using phpnuke 7.9
and I intergrated phpbb into it has it was already a functioning forum board. Everything was going swell until today when we decided to implement a newsletter.

Mine works fine I have uploaded my avatar to my profile under your account and also in the forum board my did not break.
